Southern Pacific's Tower 17 protected movements over the crossing of SP's Sunset Route (New Orleans to Los Angeles) and Santa Fe's Galveston Subdivision. Until the line was abandoned in 1993 and 1995, Tower 17 also controlled access to SP's branch from Rosenberg through Wharton to Victoria. The tower closed at 8 a.m. on February 10, 2004.

In 1991, GP35 2831 and B23-7 6354 clatter across the SP with a train for Houston. Just visible by the second car is the connecting track between Santa Fe and Southern Pacific. Passenger trains would normally be routed over the SP from here to T&NO Junction, then north over HB&T to Union Station.
